To further facilitate the work of the economic operators transporting express mail consignments and in accordance with the process of introduction of e-customs, the Customs Administration of the Republic of North Macedonia, as of 05.08.2020 is introducing mandatory submission of a document-pre-arrival manifest for all express mail consignments.

The consignment information shall be submitted electronically at least one hour prior to the arrival of the means of transport, through the so-called "pre-arrival manifest" which will enable the customs officers to assess the risk before making a decision to conduct control over the specific customs procedure.

From now on, a declaration on paper will be allowed only in cases of backup procedure when there are problems in the functioning of the applied electronic data processing system, provided with the assistance of the German Society for International Cooperation (GIZ).

The applied formalities are precisely distinguished for each of the defined 4 categories of consignments (consignments containing documents and correspondence, small value consignments that are relieved from import duties and VAT, small value consignments that are relievedexempt from import duties and consignments of great value).

In line with the latest regulations regulating the circulation of consignments sent by express mail in air traffic under regular and simplified procedures, in transit procedure by road, when transported by companies that have a license from the Postal Agency without being providers of universal postal services, it is mandatory to submit an electronic declaration prior to the arrival of the consignment.
