Decision to abolish the import duty - the customs rate for frozen pork and lard cleaned from meat and poultry, unpeeled or otherwise distilled, fresh, chilled, frozen, salted, steamed, dried or smoked.

 
 
 
 
 
 
 

 

"The Customs Administration, together with all bodies and Ministries in the Government of the Republic of North Macedonia, make exceptional efforts to maintain economic activity and export support," said Customs Administration Director Gjoko Tanasoski at today's press conference informing about specific measures in the area of cross-border trade.

Having into consideration the Decision of the Government of the Republic of North Macedonia for introduction of a curfew in the period from 16:00 to 05:00, we would like to inform you that from 09 April 2020:

1. The working hours for the Customs Office Strumica, within the Customs House Gevgelija will be regulated as follows:

• from Monday to Friday from 08:30 to 16:30 for import customs procedures,

• from Monday to Friday from 08:30 to 22:00 for export customs procedures, and during the weekends and holidays from 10:00 to 22:00 for export customs procedures.

These working hours shall remain valid as long as the Decision made by the Government of the Republic of North Macedonia prohibits the movement of the population in the entire territory of the country, in order to prevent the spread of COVID-19 contagious disease and protect the population in the Republic of North Macedonia. 

 

 

 

 

 

Protection measures against the spread of COVID-19 infection must be implemented by all participants in the supply chain to the end-user in order to comply with all recommendations for personal and collective responsibility, since the transport process is an essential prerequisite for mitigation of the consequences of the situation, i.e. the declared pandemic. Transportation of goods is a precondition for maintaining the normal functioning of a particular economy in crisis. The measures to be taken and respected are shared among the following participants:

1. Warehouses of receiver or deliverer of goods within the companies which are producers or traders, but also customs warehouses where goods are collected from or unloaded for transport:

- The warehouse should be completely disinfected every 24 hours,

- Provide disinfection equipment, sufficient quantity of disposable medical gloves and masks for staff, as well as places designated for disposal of used protective equipment,

- Restrict access to persons who do not perform direct activities in warehouses,

- Designate an isolated counter workstation for issuance and receipt of documents accompanying the goods provided the facility has technical possibilities for that, use plastic folders or similar sheets to place the documents and thus hand them over (possibility for disinfection of the surface). Upon completion of the loading / unloading procedure, the driver's documents should be left in a predetermined place where the driver can collect them without having any close contact with the person who prepared the documents,

- Determine toilets only for warehouse staff and separate toilets  for external persons (drivers and other persons involved in the process of transport of goods),

- Loading and unloading of goods shall be performed by persons employed in the company and the drivers shall be excluded from the process, i.e. they shall remain in the cabin of the vehicle during the loading and unloading of the goods. The deliverer cited in box 13 of the CMR Form shall note that the driver had not been present at loading of the goods.

- Each employee shall be informed about the situation, measures taken in the country /ies, in the company itself, as well as the telephone numbers for communication with the competent health authorities, and use of electronic tools for communication, as a measure to reduce direct contact between employees.

2. The transporter as direct carrier of cargo transport by road:

- The transporter as employer shall ensure special hygiene and disinfection, as well as sanitary facilities in its premises where the main activity is carried out,,

- Shall restrict gathering of a larger group of drivers in the premises of the transporter, discharge of documents shall be done through a counter, provided there are technical possibilities for that, or shall limit the entry into the premises where the transport documents (order, CMR, bills for cash payments etc) are discharged to one by one,

- Shall provide special folders or plastic sheets for the documents the driver carries for himself, the vehicle and the goods he carries providing possibility to disinfect their surfaces,

- Vehicles used for transport of goods, in particular the cab of the vehicle, must be disinfected every 24 hours, it shall be equipped with sanitary gloves, masks and antiseptic products for personal disinfection of the driver,

- The driver must use the main transport corridors in each country through which and in which the transport of goods is carried out, shall not stop unnecessarily in places where there is a large number of persons, must wear medical gloves when buying fuel or essential supplie. The gloves shall be disposed of after use in a suitable place. The driver shall have waste bags in the cab that shall be disposed of at a suitable place during transport,

- Any suspicion of symptoms of a particular weakness should be reported immediately to the competent authority for the purpose of checking the health condition,

- Each employee shall  be informed about the situation, the measures taken in the country /ies, the company itself, as well as the telephone numbers designated for communication with the competent health authorities. The employees shall use electronic tools for communication, as a measure to reduce direct contact between employees,

- Drivers who have been tested and proven to have no symptoms of COVID-19 should be exempt from the 14-day quarantine requirement. If drivers return from COVID 19 most hit regions of Europe they must report to the designated health centers at the place of residence for testing. The examination shall be confirmed by a document issued in the Macedonian and English language provided no symptoms are identified.

3. Customs agents (brokers) companies operating at border crossing points and customs terminals:

- The customs agent as employer must provide special hygiene and disinfection of the premises where the main activity is performed and the toilets,

- Shall restrict reception of clients in their premises to one or maximum 2 persons at the same time, depending on the business premises and the possibility to maintain necessary distance of at least 1.5 m or shall work from counters, provided there are technical conditions for it,

- Shall provide special folders or plastic sheets for documents to be handed over to drivers to carry with them. This shall also apply when documents are handed over to the competent authorities for the performance of customs procedures or similar,

4. Border crossing control authorities (customs officers, border police and inspection authorities):

- Shall disinfect the premises of the state authorities at the border crossings, customs terminals and customs warehouses every 24 hours and maintenance personal hygiene,

- The staff shall be equipped with medical gloves, medical masks, disinfectants for personal use,

- Direct contacts with participants in the transport process shall be done at a certain distance, professionally,

- Each professional driver (national or foreign) must be interviewed to determine their movement route, the manner of protection and safety at the place of loading of the goods, their body temperature shall be measured, as well as any other examination in case of any doubt under the prescribed measures,

- Deadlines for transit transport through the territory of the country for foreign transporters with a certain route of movement of vehicles must be set out, in order to avoid any delays on the territory of our country (from customs office of entry to the customs office of exit). In case of unreasonable deviation from the transit time is identified, the competent customs officers shall notify the Customs Call Centre. The Customs Call Centre shall then notify the competent inspection authorities for the purposes of detailed identification of the transporters and taking appropriate measures.

- In case of any symptoms of a particular disease professional driver (national or foreign) shall be quarantined and tested for the presence of COVID-19 in accordance with prescribed procedures. A document confirming that the driver has been examined and subject to tests shall be issued in Macedonian and English language, which will serve as a confirmation in the further process of transport of goods if not proven that he is carrier of the virus.

- When determining the deadline and movement route of vehicles leaving the territory of our country and violation of the drivers’ working hours rules, in accordance with the AETR Agreement, i.e. the Law on Working Hours of Mobile Workers in Road Traffic and Road traffic Registration Devices, law enforcement officers are obliged to issue a document for compulsory measure for drivers using analogue tachographs, i.e. stamp, date and period of derogation from the tachograph tape rules or digital tachographs printout.

5. Recommendations for transporters traveling to medium and high risk countries

The persons transiting through the medium and high risk countries on COVID-19, and steering freight motor vehicles for transport of food products and other, during their transit and stay in these countries are advised to respect the following measures for personal and collective protection:

1. The contacts and other movement on the roadways from point A to point B shall be limited to the need be provided with food and use toilets

2. Contact with other persons is forbidden

3. If they leave the vehicle for buying food or use toilets, they must use personal protective equipment:

- disposable gloves,

- N95 or FFR 3 protective masks with single filter

- no need to wear protective coats, protective glasses or slippers

Due to the possibility of direct respiratory contact with COVID-19 patients in motels, hotels and restaurants are recommended:

-to sleep in the cabins of their motor vehicles

Upon return to RNM, they should contact the competent Epidemiological Service of the Public Health Center for further instructions on the measures and procedures, in case any typical symptoms occur.

During the journey

- After every contact in a supermarket, store, toilet - disinfection of hands is mandatory

- Maximum avoidance of contact with other persons for more than 10-15 seconds (especially with persons with symptoms)

- Frequent ventilation of the cabin while driving

- There is no need to wear personal protective equipment while staying in a cabin

- It is forbidden to pick up any unregistered passengers

- Must have alcohol-based hand sanitizers during the travelling 

The Association of Licensed Transporters is obliged to prepare its own operational plan in order to implement rotation of the drivers, i.e. their subsequent shifting for the assignments/ traveling in medium and high risk countries.

NOTE:

The rules for the transporters and warehouses apply equally to the inland transport of goods while distributing goods to the traders, which sell the products to end users. 

The transport of passengers in terms of scheduled or free transportation to and from the high-risk countries shall be prohibited, and precautionary measures shall be introduced for inland (national) transport, such as disinfection of buses and vans as well as possession of disinfectants for passengers which should be used when entering the vehicles.

Implementation of AEO international recognition, joint risk analysis profiles and SEED + should start this year.
